Technology
“I needed something with a simple interface for the end user. Mangue came in with an eye for simplifying, with other ways to get to the data, it helped a lot.”

Regulated carbon market
Mangue Tech prepares your company for the Brazilian Emissions Trading System: it checks whether each installation is covered, builds the GHG Inventory by source, writes the monitoring plan and gets the annual report ready for independent verification.
The obligation applies per installation, not per company. The first step is knowing which of your sites emit more than 10,000 tCO₂e a year.
Companies that trust Mangue Tech

For each installation: CNAE codes against the ordinance annexes, emissions estimate, stage, deadline and what must be ready by then. It is the starting point for the monitoring plan.

The service
The SBCE is Brazil's regulated carbon market, created by Law 15,042/2024. Ordinance SEMC/MF 3,199/2026 set the sectors and the schedule for monitoring, reporting and verification (MRV). Operators of installations or sources emitting more than 10,000 tCO₂e a year must submit a monitoring plan and an annual emissions report. Above 25,000 tCO₂e a year, the company must also reconcile its emissions with allowances (CBE) or certificates (CRVE).
Mangue Tech handles compliance end to end. We match each installation's CNAE codes, including secondary ones, against the ordinance annexes, estimate emissions by source and tell you which stage and deadline apply to each site. Then we build the GHG Inventory per installation, write the monitoring plan and run the MRV routine on the platform, with evidence behind every number.
The report is verified by an independent body, hired separately. Mangue Tech does not verify or certify: it delivers the report with an audit trail so verification happens without rework.
Delivery
Step 01
Screening: each installation's CNAE codes against the annexes of Ordinance 3,199, emissions estimate by source, and the stage and deadline for each site.
Step 02
GHG Inventory per installation and source, under the GHG Protocol and ISO 14064, with traceable MCTI and IPCC factors and calculation records.
Step 03
Monitoring plan: sources, calculation or measurement method for each, data controls, uncertainty and owners, in the format the managing body will require.
Step 04
MRV routine on the platform: data collection from the ERP or spreadsheets, approval levels and evidence attached to every line. The annual report comes from the same data.
Step 05
For companies above 25,000 tCO₂e: emissions projections, estimated allowance costs and reduction scenarios to decide between reducing and buying.
Comparison
Ordinance 3,199 split the obligations into three stages with the same sequence: first the monitoring plan, then measurement, then the verified report.
Knowing if you are covered
An activity listed in the annexes of Ordinance 3,199 and emissions above 10,000 tCO₂e a year at each installation.
Screening per installation, including secondary CNAE codes, with the stage and deadline for each site.
Monitoring plan
Sources, methods and controls defined and submitted to the managing body before measurement starts.
A plan written from the GHG Inventory by source, with the method, uncertainty and owner of each source.
Measurement and annual report
Emissions measured according to the approved plan and reported every year, with independent verification.
An MRV routine on the platform, evidence behind every number and a report ready for the verifier.
Above 25,000 tCO₂e
Periodic reconciliation: surrendering allowances (CBE) or certificates (CRVE) equal to emissions.
Emissions projections, estimated allowance costs and reduction scenarios to budget the reconciliation.
The stage and deadline for each sector are in the ordinance schedule.
